Cover. Berta Martinez receives a tetanus vaccination in June 2000 in the Mexico City neighborhood of Chalco. The area was awash in sewage after the collapse of a canal wall stressed by intense rains. There had been smaller floods in recent years, and residents say they had been appealing for months for officials to repair the canal walls or to contain the water in sewer pipes.
