Cover Figure Cover. A slum in Buenos Aires, Argentina, gives insight into how the urban poor use "self-help" techniques to upgrade their dwellings and solve their housing problems. Approximately one third of all urban residents–about 1 billion people–now live in such informal settlements. One of the objectives of the United Nations Millennium Development Project (at: http://www.unmillenniumproject.org/html/about.shtm) is to achieve significant improvement in the lives of at least 100 million slum dwellers by 2020 and to provide alternatives to new slum formation. One of the best ways to prevent the future growth of slums and improve the environments and health of slum dwellers is for local authorities to work closely with grassroots organizations formed by the urban poor. Pietro Garau and Elliott Sclar serve as coordinators of the United Nations Millennium Development Project task force on improving the lives of slum dwellers, and Gabriella Carolini serves as the senior associate of the task force.
