This issue of the Journal is dedicated to the noble and embattled residents of Duplin County, NC, and to other communities that suffer from mental and emotional oppression, economic inadequacies, employment and education needs, lack of single-family housing, racial and cultural imbalances, and limited youth programs and services. REACH (Rural Empowerment Association for Community Help) is a 501(c)3 organization that was formed to address these stated problems with a vision of personal and economic empowerment for all residents of Duplin County.
