WHILE IT IS OBVIOUS THAT attention to the problem of rural populations has been an important consideration of Governments for many years, it is evident that, since the Great War... the people of many countries and their Governments realize more strongly than ever that that part of the population living on the land and producing the essential foodstuffs for all has been too often neglected. Governments are realizing more and more their obligations in this matter, and programs working toward the bettering of the social, economic, health and cultural conditions of the country-dwellers are becoming more general and more comprehensive. . . .
