Henry Bixby Hemenway

Health administration lies at the foundation of economic prosperity. It is a business and like other business is subject to commercial laws. Quality, whether of brain or brawn may be appraised by the wages paid. Loss from disease, does vary with the money spent. Compared with fire fighting health appropriations are grossly inadequate, whether the health risk is considered or the actual loss.
